Tamecca Tillard is the Managing Director of CIBS and sets the organizations vision and strategy.  Prior to CIBS, Mrs. Tillard was the Founder & General Manager of Element 9, a MWBE strategy firm specializing in civic innovations. During Mrs. Tillard tenure, Element 9 was awarded the Soaring Eagle award for the Family Advocacy Program (FAP), which also led to influencing First Lady Michelle Obama’s military family initiatives.  Mrs. Tillard is a resident of BedStuy and has deep civic roots throughout the community.  Mrs. Tillard is a passionate education activist and lends her voice and service to TFOA Professional Prep charter school as a Trustee.  Mrs. Tillard also served as on Community Board 3’s Economic Development committee crafting and implementing small business workshops and strengthening ties to the private and public sectors. Mrs. Tillard was a 2012 Coro Leadership New York Fellow.  Mrs. Tillard holds a Bachelor in Urban and Environmental Planning from the University of Virginia School of Architecture and a Master of Public Administration from the Harvard Kennedy School of Government.
